The design by engineer Raffaello Oggiano is still oriented in the forms of Umbertine monumental architecture with some openness to the Art Nouveau style. The building, originally intended as the Royal Technical Institute, later became the headquarters of the Red Cross later used as a military hospital, and only in 1919 did it become an educational institution.
