Call for Universal Civil Service 2023 – deadline extension to 2 p.m. Feb. 27, 2025

By Order of the Head of the Department for Youth Policy and Universal Civil Service No. 163/2025 of Feb. 17, 2025, the deadline for submission of applications for universal civil service provided for in Article 5 of the Call for the selection of 62,549 volunteer operators to be employed in projects pertaining to universal civil service intervention programs to be implemented in Italy and abroad, published on the website of the Department for Youth Policy and Universal Civil Service on Dec. 18, 2024, is extended to Feb. 27, 2025, 2 p.m.

The Department of Youth Policy and Universal Civil Service, on Dec. 18, 2024, published the Ordinary Notice 2024 for the selection of 62,549 Universal Civil Service volunteer operators.

Aspiring volunteer workers should apply exclusively through the online application platform (DOL) accessible via PC, tablet and smartphone at https://domandaonline.serviziocivile.it. Applications must be submitted no later than 2 p.m. on Feb. 27, 2025. After this deadline, the system will not allow applications to be submitted.

The applicant must be recognized by the DOL system to access application completion and submission services:

1 – Italian citizens residing in Italy or abroad can access it exclusively with SPID (Sistema Pubblico di Identità Digitale). The Agenzia per l’Italia Digitale website www.agid.gov.it/it/piattaforme/spid has all the information on what SPID is, what services it offers and how to apply. SPID security level 2 credentials are needed to access the DOL platform.

2 – Citizens of countries belonging to the European Union and foreigners legally residing in Italy, if they do not have the availability to acquire the SPID, will be able to access the services of the DOL platform through special credentials to be requested from the Department, according to the procedure available on the home page of the platform itself.

Applications submitted by other means will not be considered. Only one application can be submitted for one project and one location(click here for detailed list of locations and projects).

With this announcement, Cooperative Studio and Project 2 seeks 48 volunteers, including 13 youth volunteers with fewer opportunities (disabilities, low schooling, economic hardship, care leavers, and youth with temporary personal and social fragility), who will work in its own and partner sites according to the following breakdown:

Imago Mundi Association: 1 project, 6 volunteers including 2 with minor opportunities(project sheet)

Family House Cooperative: 1 project, 4 volunteers including 1 with minor opportunities(project sheet)

Common Places Cooperative: 1 project, 6 volunteers including 2 with minor opportunities(project sheet)

Cooperative Project H: 1 project, 4 volunteers including 1 with minor opportunities(project sheet)

Cooperative Study and Project 2: 1 project, 8 volunteers, including 2 volunteers with minor opportunities(project sheet)

Oristano Foundation: 1 project, 20 volunteers, including 5 with minor opportunities(project sheet)

All our projects include the “additional” measure of mentoring: a pathway (1 to 3 months) of ‘accompaniment’ into the world of work.

Requirements

The following requirements are required to apply for the selection:

  • citizenship of Italy, or of one of the other member states of the European Union, or of a country outside the European Union as long as the candidate is a legal resident in Italy;
  • Have attained the age of 18 years and not exceeded the age of 28 years and 364 days (28 years and 364 days) on the date of application;
  • not having been convicted, even if not final, of a punishment of imprisonment of more than one year for a non-negligent crime, or of a punishment of imprisonment, even of a lesser amount, for a crime against the person or concerning the possession, use, carrying, transport, import or illegal export of weapons or explosive materials, or of crimes concerning belonging to or aiding and abetting subversive, terrorist or organized crime groups.

Participation requirements must be met on the date of application and, with the exception of the age limit, maintained until the end of service. To apply for the reserved positions, the candidate must necessarily meet the specific requirement and apply for the specific location with the reserved positions!

The selection

The selective procedures include the following steps:

  • Verification of eligibility requirements;
  • Interviews;
  • Title evaluation;
  • Approval and publication of rankings on the websites of the entities

The interview will cover the following topics:

  • knowledge of the project;
  • Basic elements of the specific subject matter covered by individual projects;
  • Knowledge of the main regulations on Universal Civil Service.

Absence from the interview is tantamount to exclusion from the call for applications.

The date and time of the selection interviews will be announced on this website and on the websites of the Partners in due time as stipulated in the Notice.

The projects

All projects have a duration of 12 months, with an average weekly commitment of 25 hours.

They provide for certification of skills and a mentoring course.

Volunteers are awarded a monthly financial contribution of 507.30 euros and an end-of-service certificate.
