As early as the second half of the nineteenth century, Pula was the capital of a mandamento, i.e., the seat of the Magistrate’s Court and of the mandatorial prisons. The same building later also served as the seat of the city council and elementary and middle schools. Despite various remodeling that took place during different periods to adapt the structure to various needs, today one of the three prison cells, which, presumably, given its size, was reserved for males and could accommodate 15 people, and the council chamber, in which, embedded in a wall, there is a plaque from 1882, in honor of Mayor Cavalier Giovanni Azara, who administered the Municipality of Pula until 1881, are preserved in excellent condition.
