As early as the second half of the 1800s, Pula was the capital of a mandamento, i.e., the seat of the Magistrate’s Court and of the mandatorial prisons. The same building later also served as the seat of the city council and elementary and middle schools. Despite various remodeling that took place during different periods to adapt the structure to various needs, today the following are preserved in excellent condition: one of the three prison cells, which presumably, given its size, was reserved for males and had a capacity of 15 subjects, and the council chamber, in which, embedded in a wall, there is a plaque from 1882 honoring Mayor Cav. John Azara who administered the Municipality of Pula until 1881.
